During the preparation of CGIAR’s 2000 strategy, the awareness of previous one-sidedness and insufficiencies in policy research and policy recommendations has led to blindingly clear statements prescribing a ‘putting people first’ focus for social, economic and biophysical research, as the grounding for policy elaborations: CGIAR’s greater focus on poverty reduction will entail increasingly the role of socio-economic research to augment the understanding of people and their agricultural and technological needs...

Such substantial presence, however, characterizes only a minority of the 15 CGIAR centres.
