The historical trend, Olson concluded, was for democratic societies to spawn increasing numbers of distributional coalitions with negative consequences for general welfare. Olson did admit the possibility that all-encompassing associations might have a “less parochial view than the narrow associations of which they are composed” (1982, 50). In principle, more encompassing organizations have an interest in increasing the total national income, whereas narrow organizations seek to increase their share, regardless of the impact of their actions on the size of the whole pie.

Theda Skocpol’s introduction to the volume Bringing the State Back In summarized major arguments on how the organizational configurations of states, “along with their overall patterns of activity . . , encourage some kinds of group formation and collective political actions (but not others)” (1985, 21). 7 Skocpol termed this a “Tocquevillean” approach (based on his analysis of the ancien r´egime) in which “the investigator looks more macroscopically at the ways in which the structures and activities of states unintentionally influence the formation of groups and the political capacities, ideas and demands of various sectors of society” (21).

In the extreme, divisive politics can “encourage intransitive or irrational and cyclical political choices. The divisiveness of distributional issues, and the fact that they may make relatively lasting or stable political choices less likely, can even make societies ungovernable” (1982, 47). Olson’s view of associations grew even dimmer with time: “a society dense with narrow special-interest organizations is like a china shop filled with wrestlers battling over its contents, and breaking far more than they carry away” (Olson 1986, 173).
